What does it mean when a reader at a production company says that she submitting your script, after she has read it?

You should have asked. My guess is that she/he will submit it to a filmmaker.

She has either RECOMMENDED your script or CONSIDERED it (rather than the third option which is PASS) to her DoD (Director of Development). If it is this, then you move up to the next level on the reading chain (there are always several).
Either that or she simply read your script, and did the coverage, and is submitting that.
Yes, I would contact this person. The fact that a reader contacted you at all is highly unordinary in itself.

No I didn't pay for the coverage. I simply submitting a query letter, made a phone call and she agree to read the script. Then, after she read it, said she was submitting it. The company is Big Talk Productions.
