Question on live streaming broadcast in San Diego - concerning unions

Ok, so here's the deal. The company I work for has decided to stick its toes in the water of live event streaming, and our first gig is going to be at the San Diego Convention Center coming up in less than a month.

We're based in Virginia.

Being from a right-to-work state, we're really not familiar with the union rules in place in California (we kinda got thrust into this). Technically, myself and my co-producing partner could (we think) run the whole show by ourselves, one of us punching the show, one of us running the tight cam, and one camera on a wide shot (plus the output from the computer, powerpoints and such).

Is that, strictly speaking, legal? Our boss says she was told (not sure by who) that we would be allowed to punch the show, but not operate the cameras, and would have to hire union camera ops. And we're not sure if we'd be allowed to set the gear up or not.

Anyone have any advice or experience in this sort of situation? We'll be on a call with the conference organizers today, and hopefully get to speak to the convention center reps as well to see if we can get the answer from them, but I thought I'd pose the question to the DVXuser community first.

Oh, and if we do have to go with union camera ops - anyone know any in San Diego, and/or what the day rate is?

Any and all help is greatly appreciated.

Tom ... I live in and have been doing production in San Diego for over 30 years. I've shot a number of times at the convention center and there are no union requirements for video production.
