Question for those living in Vancouver

So I just got back from a spot of eagle watching at Brackendale, outside of Vancouver. This is the first time I've been to Canada and couldn't figure out what flashing green traffic lights mean.

Any insights from locals?

Means the traffic facing you has a red and you can turn left

It's mind cotrol Disjeta. Those green lights are strategically placed all over the city and they pulsate a subliminal message that keeps us all in line. DONT ROB THE BANK...DONATE TO CHARITY...PAY ALL YOUR TAXES....Etc Clever ain't it

Brackendale eh? I used to live there, 1 block from the eagles.
Flashing green, mean grow-op near by
