question about the proposal process

I am wanting to make a documentary concerning organ donation and am planning on contacting the local organ procurement organization about the project to see if they can help me with resources and possible subjects for the film. I'm also planning on seeking funding through them or through a higher up in the branch and was wandering how I should go about it. Everything I've read and learned is that you should wait to submit a proposal for funding until you have the subjects lined up and most of the specifics of the production figured out and on paper. That being said, should I mention funding or a proposal to the procurement organization when I approach them about finding subjects for the film? or should I not even mention it until I have everything lined up?

I made a doc a few years back in Chernobyl and was in a similar position as you are in right now. I wanted to make a film on the subject but didn't know anyone nor did I have financing. My approach was straight up honesty. I contacted some organizations, told them I was interested in developing a doc and asked if they wanted to be involved. Once I had their commitment I sought financing.

The key to any doc is trust and integrity. You have to have a long term objective and have your short terms goals aligned properly. In other words, making a doc takes time, generosity and commitment from everyone involved in your production. Too often I see filmmakers neglecting the obvious fact that a good doc stems from a good relationship between you and your subjects. Since as a filmmaker you are initiating the relationship, you choose the terms of your relationship. In my experience, honesty and transparency especially in the beginning, is crucial to "winning over" your potential subjects. That said, do you homework. Learn as much as you can about the subject matter and organization before contacting them. You are asking of the subjects to let them into their world (with a camera!). Giving them the respect of trying to understand their world goes a long way when trying to earn their respect.

Your project sounds very interesting, but its a very sensitive subject matter. The earlier you gain their trust the better it will be for your film, and the sooner and easier you will be able to attract funding.

Hope this helps.
