Question about strobbing

Okay, this may seem like a stupid question but I will ask it anyway.

1) If I am shooting with the camera still (on tripod no panning) but within the frame the action is fast, will I get the strobbing effect?

2) If I am shooting someone running fast or someone in a car but the vehicle I'm shooting from is moving at the same speed as the car with the subject, will I get the strobbing effect from the landscape and will the subject car be affected by this?

I know that you should pan slowly in order NOT to get the strobbing effect. Also if the actions is fast and I'm shooting 24P should I utilize the shutter speed to compensate?

Re: Question about strobbing

(begin shameless plug) There are tutorials and examples of strobing and how to control strobing on the DVX DVD (end shameless plug).

The answer to question 1 is yes... if you did a locked-down tripod shot, and shot ice skaters zooming by the screen, they would appear to be strobing.

The answer to 2 is -- that's the right way to do it. Try to keep your subject relatively stationary in the frame, and the background will still be strobing violently but it won't matter because the viewr's eye will be focused on the relatively-stationary subject.

I thought I knew the camera fairly well, but I ordered the Barry's book/DVD anyway. I'm really glad I did.
