has anyone ever tried applying for a permit to film on those concrete canals? the scene in my short story requires a scene shot on the canal. any suggestions or comments? oh we wont be there for more than 2 hours tops.

Are you talking about in LA? I don't know for sure, but I am betting that you will need liability insurance to shoot there.
