Public domain red light crash footage

Client (laywer) insists on having car crashes in his spot. Most stock companies have footage shot after the actual crash- police & fire at scene of crash that has already happened.

Red light camera's are everywhere, recording everything. Seems to me that since this is on our (taxpayers) dime there ought to be a way to get a few of these clips in the public domain. Does anyone have a source for police or red-light cameras?

Dash board cams from police, highway security cams? Anyone have a clue on this footage?
 
Some heavily trafficked urban areas have traffic cams, especially tunnel & bridge entrances. You can even monitor some of them on the web.
 
Yes, but how do I get legal clearance, and footage in a format that will look good when edited (not 240x120 web video)? As far as the legal experts, they are the "ambulance chaser" variety. They were incredulous you couldnt just pull it from youtube. Im sure you've all seen it, clients always think you can get source footage from any & everywhere....
 
To get clearance, you'll need to track down whoever is in charge of overseeing the cameras themselves. You may need to find an IP lawyer to help you with this.

BTW, I really hope that you've already gotten a large, non-refundable deposit from these guys. I already sense that it's going to be hard to collect your final check from them.
