proxy for AVCHD

iam ok with normal AVCHD editing but iam doing now project with many video layers and not so many actual seperate clips ... so i was thinking about using proxies ... i tried QuickTime 800x450@25p photo-jpeg 40 ... but even single clip shows in premiere red bar ... and sometimes even switching from one to another in playback causes stutter ... so i realized that proxy generally with ultra low cpu consumption and proxy for specific premiere pro project might not be the same ... iam actually resizing it to 240% and having it progressive inside of AVCHD 1920x1080@50i project ... which might be that problem ??? so iam asking ... what would be ideal proxy for such a AVCHD project to play as lightest as possible ... really low quality
iam using adobe media encoder to convert those ... and premiere CS4

EDIT: i now tried QuickTime 800x450@50i photo-jpeg 30 ... and event not resized it in timeline ... still red bar ... is photo-jpeg bad ? should i use some really low quality h264 file ?

Use a project that fits your frame size and you should be away, then what you do once your editing is finished is copy your whole project to a 1920x1080 project and replace the clips
