ProRes on PC - Premiere?

In August Apple released ProRes decoder for PC, but how does it work? Can you encode to ProRes on a PC?

I have som HDV stuff that I would love to turn to ProRes so I can work on both Mac and PC. I would like to be able to go from Premiere to After Effects without changing ProRes to something else.

So what is the deal these days with ProRes?

Heres my cynical guess.

If Apple made a ProRes version for PC it will not be compatible across Platforms. Just as FCP DVCpro qts do not play nicely on PCs without 3rd party decoders.

I wouldn't be surprised, but that is really what I am asking for, what is the catch?
