Proposal, synopsis before film life cycle?

At the moment my proposal is finished in terms of word count. But am undecided whether to have the synopsis come first before talking about the film life cycle or not (development, preproduction, production and postproduction).

What do you think?
 
Do it before... you need to set up the reader with a nice strong visual before they start looking at numbers and technical lingo.
