Production Logo.

There is no "best". It would depend on what your goals are

e.g. is this a static logo for print? Then a scalable vector might be a good choice (e.g. illustrator)

or is this an animated logo (motion graphics)?

More information on your goals/requirements might help to narrow down your options

You're planning on doing this yourself? or outsourcing to a 3rd party?

You could do everything in AE, it has basic tools for vectors, but using illustrator to generate your vector graphics, and AE for the animation is probably a better way to go

There are other programs as well, and other options. Do you already have software? or planning to purchase?

There are literally 1000's of free tutorials on the internet regarding logo creation, projects in AE etc...

Use search terms like "how to create a logo in illustrator" or similar terms. One of the first hits has 15 tutorials
http://sixrevisions.com/graphics-design/15-excellent-logo-design-tutorials-using-illustrator/

If you're starting from scratch , there might be a bit of a learning curve for both illustrator and animating in AE. But again there are 1000's of free tutorials on the internet, from very basic to more advanced

TotalTraining.com and Lynda.com also have comprehensive paid tutorials

If you're more a a book person , there are basic books like the Adobe's "classroom in a book" series which has editions for the different software

Good luck

being that you dont even know where to start,id say just hire someone. a logo is a identity. if you have a horrible low quality bs i made it myself because i wanted to be cheap logo then your business will reflect it. not saying just because you have a good logo you do good work just saying serious people have serious logos.
