Problem Compressing 24pA from Premiere

Wasn't sure where I should post this since it's sort of a hybrid subject, but here it goes:

My friend and I work on videos together; he runs a PC and I use a Mac. We both shoot 24pA footage. I have had no problem capturing and exporting from FCP as 24pA and no problem compressing for web with Quicktime Pro. My friend on the other hand is having some problems. His uncompressed .avi clips exported from Premiere look fine, but once he opens them in Quicktime Pro and compresses, the 24pA starts to show ghosting/mixing of frames and just really nasty results. We have narrowed it down like this:

-Raw .mov or .avi taken directly into QT Pro (not exported from Premiere at all) and compressed looks perfect
-Raw .mov or .avi exported from Premiere and then opened/compressed with QT Pro shows the ghosting/mixing of frames.
-Raw .mov or .avi exported from Premiere look fine UNTIL compressed with QT Pro

So basically, we've isolated the problem down to something with the way we're exporting from Premiere (2.0 by the way). Here's what I know for a fact that we're doing:

-Capturing/editing in a 23.976 project/timeline
-Exporting from Premiere as 23.976
-Compressing with the current frame rate

Here are some screenshots to explain it better. The QT Pro settings are from my Mac, but we're both using the same exact settings.

Any suggestions? I'll try to get some clips up to show you what I mean by the ghosting/mixing of frames

Hi,

If you can post something, it might help. He has a Windows machine, too, since PP2 wasn't Mac enabled, and while this doesn't help, it's worth noting that the encoder in Premiere isn't really stellar through PP2 in all categories of CODECs.

I really don't know about H.264, I use other encoders throughout.

Sorry I'm not much of a help.

I don't quite understand what you meant by that first bit (He has a Windows machine..) I also have a windows computer, so I was doing test stuff along with him, getting similar results. The screengrab of the PP2 settings is from my own windows computer. Here is some test stuff

This is a clip that has not been exported from PP2 at all, but compressed with QT Pro; as you can see if you go frame by frame, there is no ghosting

This is the same clip (at the end), but exported from PP2 and compressed with QT Pro. It was zoomed in a tiny bit in post, to like 113%, but that shouldn't make a difference here; notice the ghosting/horizontal lines/nastiness:
