Premiere shows wrong fps

So ive converted my 50fps 720 MTS files to a proxy 540 mp4 at 3bits 50fps. When i import it comes up as 32.5fps even though in the metadata via bridge it shows 50fps. I have used this preset before to convert my 1080 50i MTS files to proxy 540 mp4 3bit files at 25fps with no drama's. The only thing different that I am changing is the output fps from 25 to 50.

Does anyone know why it is doing this?
