Premiere Pro w/non-A DVX100, how to encode 4:3 letterbox (non-squeeze) for SCIFEST?

1. I only have Adobe Premiere Pro 1.5 to encode to MPEG-2.
2. I shot with a non-A DVX100 in 4:3 with letterbox.
3. My acquisition pixel aspect ratio is standard DV: 0.9 since it was only letterboxed.
4. How EXACTLY am I supposed to make the MPEG-2 file for submission?

I believe you can just export as a 16X9 NTSC mpeg2. You need a 16X9 capable tv to verify it but it works on my big screen. I have had some strange things happen in Premire Pro sometimes but it should work.
