Premiere Pro CS4: Automatically Detects Edits

I would like to know if it is possible for Adobe Premiere Pro CS3 or CS4 to automatically detects edits on a video?

Is it possible to upload a video onto the timeline and have Premiere automatically create cuts according to the videos edits? I know that Premiere pro elements is able to do this, so I image that CS3 and CS4 can as well.

Prem Elements does and since CS4.1.0 you can import elements project

Wow, thanks for the tip about importing Premiere Elements projects. Adobe hasn't seemed to advertised that feature anywhere.
