Posters for Press Kits

We are trying to put together our first press kit for film festivals. What size do they mean when they say posters? Some require 4 per press kit. Do they mean a 81/2 X 11 or a 24x36 folded up?

I'd go with something you could print out onto 8 1/2 x 11 (that was easily mailable) at the right aspect ratio (pick one).
