Post with Premiere, low qual DVD's

We shot the project on a DVX100a win squeeze mode 24p

mpeg's rendered out of premiere look fantastic.

Any way I try to generate a DVD the quality sucks. If I make an uncompressed AVI and use encore to make the DVD the quality is bad, if I make an ISO from premiere the quality is bad...Is it a codec? do I need to buy an mpeg4 codec? is it hardware? is it my burner? Any help here would be sweet, trying to get this project out the door for an early submittion to sundace.

Thanks

If the mpegs you say look fantastic are mpeg-2, simply use Encore to transcode them to DVD. As to why you don't see the quality with other workflows, there are too many variables that you're leaving out. For starters, what version of Premiere you using and simply saying the qualify sucks doesn't really give much to go on. What are you viewing the DVD on? Also, mpeg4 is not a supported encoding for video DVDs.
