Post production audio questions

I've never done much with audio in post for my work, things have either been produced for me (band videos, music beds for tv spots, etc.) or straight dialogue that's only needed some minor tweeking.

I'm shooting a project that needs to have part of the audio sound like they're coming from a PA and a walky-talky. Can anyone explain how I can do this in post with the regular dialogue I'm going to record during the shoot?

I have soundforge, but can get additional software, if needed, to tweek these two spots.

you can start by messing with the EQ, like by getting rid of the lower frequencies
that usually does the trick
