Post audio levels

Waves L2 or Massey L2007 will do the job just fine.

So what is the typical workflow, would it be: Export audio from Premiere, import into say Logic Pro where the L2 plugin resides, use the limiter/ultramixer, export, import back into Premiere?

If the source material is digits, then you can raise the masters to give the right levels. If you are using analogue then raising the master, with the channels low will bring up the noise floor.

That is a bit misleading. In all cases raising the level will raise the noise level because you are raising the level of all the sounds including the noise. Because of the lack of "tape noise/hiss" on a digital recording, you have less built in noise generally on a digital recording. But not always.

Typical for a film(video) would be to send picture and an OMF to post sound, do the post sound work and mix then send the mix back to the NLE to get married to picture.
