Polarizer or Ultra Contrast filter?

Hi all,
I'm a newbie when using filters - only used ND's.

I've been using this vintage super wide angle lens but I find my image tends to get 'blown out' or blooms very easily in day situations. One reason probably because it has no coating. I know I can't always get a perfect shot but I would like to at least get the best as possible through using the right filters.

Here's one shot I took the other day and I've been wondering what sort of filters I need to improve the image - before relying on post too much.
Through some prelim research it seems I would need a polarizer and/or Ultra Contrast filter?
I would like to hear some recommendations.

An ND Grad filter.

If the lens has no coatings, filters won't save it.

To stop the Bloom. You need a newer modern lens.
