PLEASE HELP Horizontal Field Banding

Ok so, I am importing footage into final cut pro with all the settings at 23.98 and I am experiencing horizontal field bending. After changing the shutter speed it seemed to lessen the effect, yet there is still traces of it. I tried putting it on easy mode and it still did it. Is there something I am doing wrong or is it something I am going to have to deal with forever?! PLEASE HELP

I just read over my post and I would like to clarify some points. I have recorded footage at a shutter speed of 60 and 24. when recording at 24 the horizontal field separation lessened. The problem occurs only during playback and not when scrubbing through frame by frame. It is very noticeable when fast motion moves in the screen. I hope this helps any insight would be greatly appreciated. Thank you.
