Pixelating dissolves that pop in and going out?

I seem to get these dissovles, not all of them, but some that seem to pop in or pop out and seem to pixelate at the end. I put compressor markers on them but they don't seem to help all of them.

Somebody told me to lower my average bit rate to 5.5 and a maximum to 7 but now it seems there are more dissolves doing it.

Another suggested by-passing compressor altogether and let dvd pro do the work.

Any suggestions would be appreciated

DVD Studio pro's mpeg-2 encoder isn't the best. However there are settings you can use to help alleviate this problem. If you can't get the quality you are expecting then, try to go for another DVD encoder, or use a professional authoring company for your DVDs

(I assume 720x480i 4:3 video content, because this is where you'll probablly see the most artifacts)

video stream:

VBR 2 pass
min 5MegaBits
Max 9.5MegaBits
average 9Megabits

Interlaced video, bottom field first (odd)

Quality slider to the highest

Audio:
Dolby Digital AC3 2.0 (if it's stereo)
384Kbps

I hope this gets you pointed in the right direction. They really should include some better profiles for the 480i 4:3 resolutions in DVDSP. I hear alot of people complain about the presets not looking so hot alot.
