does anyone know i can achieve this look with an dvx?

PIPS LAB is a dutch light graffiti lab...they have a video on their myspace

but this was the look i was going for:

i asked the photographer who took the pic how he achieved this look, he says its
"basically a long exposure with 1 flash pop to freeze them in place, with flashlight in the light around them"

Hi:

I know how this is done with stills, it's literally called painting with light.

Can't think of an effective way to do the same with video but you could get a similar look with Motion/AE or Sapphire plug-ins. I would try to do it in post if you need it to be on a motion video clip.
