"Photo snapping" freeze frame effect in CS4

I'm putting together a scene where a character has his photograph snapped 4 or 5 times in succession, mug shot style. For each photo "snap," I want to put together an effect where we see a "camera flash" and then 2 second freeze frame of the frozen photo. I could probably dink around and figure out how to do it on my own with a little bit of work, but if anyone has a proven successful method for this, I'd be grateful to hear about it. I'm using CS4 without after effects, but I do have magic bullet if that makes a difference.

Make a flash by over exposing 1 or 2 frames of a Frame Grab and cut it into the action.

Over expose by using Levels Effect on the frame grabs. Cut tye flash frames to a couple of un flashed frame grabs as well maybe.

Plenty of ways to enhance that from there but its a starting point.

FilmImpact.net have a great set of free transitions which include a good flash - might be worth downloading to see if it will be helpful.

Sound effects will be the best way to really pull off the effect - you'll need a good camera shutter click, a flashgun, and perhaps even some auto-focus motor whining (you can add this to the footage just before the flash/freeze frames along with a key-framed blur in order to simulate the camera hunting for focus).
