Period pieces

For my next film, I'm going to show some flashbacks from the civil war era. Unless I can get access to a local tourist attraction that is basically a village thats still in tact from back in those days. I won't be able to show the actual town. There will be a scene of vigilante townsfolk chasing a criminal through the woods, and some scenes inside a prison (I think I already have a location of an OLD prison thats been turned into a museum as well.)

Just trying to figure out how to do this and make it look right on a low budget.

Perhaps you could write in an establishing shot of your town seen in the near-to-moderate distance: shoot a suitable background plate and matte in the town as a simple digital model or painting...?
