PC Specs for a Decent CS5.5 Machine

I currently have the following specs:

Quad Core i7 - 3930K 3.2 GHz
Ram: 16GB
Graphics: GTX 550 Ti 4GB
550 GB HDD
2 TB - Raid

I am having some difficulty when editing and doing comp work in AFTER FX. It is taking forever to render clips, and when I do round trips using CS5.5 (Premiere & After FX), my CPU is awfully slow. Any advice on how to find a solution to this problem? Play back is horrible, even it ½ resolution.

I am shooting mainly with a 5Dmk3. So basically, most of my footage is H.264 media. I also use a lot of FRAPS footage, since I work in the gaming industry. these are basically uncompressed AVI files of PC gameplay.
 
Your spec is good, where you may be lacking is that your Raid is software base this may be where you fined a problem, CS6 is a improvement over CS5.5. Fromwhat I have read on Adobe and followed Harmm Millarad who know his stuff and what spec is needed to run CS5.5 you would have to do some upgradering and O.C. I use both CS5.5 and CS6, I also run GV Canopus Edius 6.07 , I do most of my editing in Edius as I do not have any need to render out my footage. I use a I7 3770K and have 12 gig's ram, with no play back issues. This may help you http://www.cinemartin.com/cinec/ it is a batch encoder to Avid nd codec or ProRez Codec.
