pausing video on the timeline

seems like a silly question, but I have had zero luck finding the effect of pausing the video on a frame for, say 4 seconds. Any help is greatly appreciated

Set the time bar on the frame you want to hold, and right click the footage and under one of the settings there is a "Frame Hold" option. Or go to export and export the frame and save it as a photo, and then place it into your timeline.
