Panasonic Frame Rate Convertor

I've installed the Panasonic Frame Rate Convertor into FCP and the directions say it will be under Tools and then select DVDPRO Frame Rate Convertor but it's not there. Any ideas?

Did you restart FCP after installing it?
Also - what version of FCP and what OS are you running?

Yes, I restarted my computer after the install. 10.4.10 (Tiger) and FCP 5.1.4
