PAL picture is physically larger or just more resolution?

I need to do a project that will only be displayed on the web and I want the best results I can get. So using a PAL DVX would give me about 100 lines more of resolution?

Only displayed on the web, and you're concerned whether you'll get an extra 100 lines with Pal?

Apparently you're new to the world of web based video.

Compress HD footage for the web, you still end up with bad footage, and 1 fps, once a minute.

I agree, you won't notice the difference on a compressed file streaming online.

No, it is still 4:3 but the pixels are not the same dimension as the NTSC pixels. But like everyone else said, if going to web based projects, you will have to downrez your footage and heavily compress it, thus negating the hassle of working with a PAL camera in an NTSC based country. If you are really worried about resolution, why not look at one of the upcoming HDV or DVCPRoHD cameras.
