PAG6 Lighting in bright sun

I'm considering my options, mainly I shoot interviews on the beach or in a run & gun film situation on the beach in bright daylight situations and I want an on camera light that is lightweight and easy to set up that will act as a fill or eye light to add some color and light. Does anyone out there have direct experience in this situation or perhaps someone that has used the PAG6 with a daylight filter attached using either a 20 or 30 watt lamp.
 
I have the PAG 6 with the 20w lamp.

It's a decent little light, but I can't imagine it providing fill in a bright light situation. No way, no how. Maybe an eye light (big maybe).
 
Sometimes I use a 650 watt teenie weenie mole with full blue on it for fill light in the shade, and it's nice and subtle. What chance does a 20w light have in bright sunlight? Maybe a glow in the eyes, but not much else, even if you're 1 or 2 feet away from the subject.
