Overexposed areas become a strobe when altering Brightness/Contrast

Say, I'm running into a little post-production glitch and I thought maybe somebody would have some ideas....

I've shot 24P footage on an XL2 (and some on a DVX100) and digitized from my mini-DV tapes, into Premiere. I've got a few scenes that are really overexposed. So I've been trying to tweak the Brightness/Contrast to make it a little less harsh, but when I do, the big patches of white (such as a sunlight filled window) become a big, strobing white-gray-white-gray-white-gray blob.

I've even tried using a black still image, layered it atop the video, and brought the opacity of the black way down to get a "darkening" effect. Still getting the strobe in the overexposed parts.

The strobe is not apparent in the unaltered, overexposed original.

Anyone ever encountered this with 24P footage?

thanks,
Chris

overexposed images are very hard to fix in post, but if you have to I would adjust using levels, the brightness contrast is not a very good tool for that sort of thing.
