Output exact Number

I was wanting to know if there is a program or something I could do with HD footage to output it at exactly 1GB of video everytime.
So I could output it to YouTube at 1280x720 for the HD feature.
I always seem to go a little bit over.
Anyone got any solutions?
I use AE,Premiere.

Programs like HandBrake and MeGui have data rate controls you can render your files out to specific file sizes. This requires you to have an intermediate that is good enough quality (like un-compressed, or a non-self contained movie on the Mac)

If you're still running CS3, you can use a program called DebugMode Frame server to output an intermediate without rendering out a huge un-compressed.

I have handbrake,But what format does the footage have to be for handbrake to accept?
I export my footage at MPEG-4
