output card for editing

Hi,

I am looking for a cheep (200$or lower) output card, or anything that allows me to output to a sd production monitor for edit preview.

I was looking for cheap way and i found the Pinnacle Studio MovieBoard Plus PCI but I don't know if it works wiht premiere.

well I have another question. could i use the s-video output of my nvidia 7300LE to preview what im editing?

Can I use the matrox parhelia APVe to monitor hd projects in sd production monitor (until I upgrade to better tv set) ?
