how you make those "regions" on the dvd - so people can skip some parts of the movie and go the next one...

They are called "chapters" and you do it in Architect.
Unfortunately I am at work, not home so I can't tell you how to create them. But you should be able to do a search in Help on "chapters" to find out how.

Easiest way is to put the chapter marks into the file in Vegas, and then when you render be sure to retain them. Inside DVDA, there is an option to build a menu based on previous/existing chapter marks, and then it all comes together. But you can add chapters directly in DVDA also, its just a little harder IMHO.

Put the cursor anywhere on the timeline where you want a chapter to start and hit the "m" key.
