NYC Permit Needed to Shoot with Boom OP?

Hello, I've been reading up on and researching whether a permit is required for new york city, to shoot a very small low budget short outside.

It would be just a camera guy with 2 actors, boom OP etc. I read on the new york film office site that a permit is not required for a hand held camera or one on a tripod as long as it's not blocking access to the sidewalk or some such thing. But it makes no mention if there is a boom OP present.
Does the presence of a boom OP immediately qualify this as a 'production shoot' of some sort that therefore requires a permit? Or is it still ok to shoot without a permit if you have a tripod'd DSLR with boom OP as long as you aren't blocking anything major and the film crew isn't a huge inconvenience (taking up parking spots, blocking pedestrian traffic, etc, etc).

Can anyone clarify this please?
