Im building a new PC quick question.
Im deciding which video card to buy what are your comments on
460 GTX SLI vs GTX 570 is it necesary to have 2 video cards for editing??

570 has more CUDA cores, so for editing I would recommend that. 460 GTX is still a fantastic card, very good value for money. As far as I know NLEs don't support SLI for GPU acceleration yet. SLI is overkill, really only for hardcore gamers.
My advice is stay away from the geforce cards and go with the quadro. The Geforce are not qualified for editing and you will not find them in professional systems. The 2000 or 4000 is what I would recommend.
One card with two outputs is plenty.
