Nuetral Density showing 1/8 on LCD but neutral density switch is off?

I have toggled the switch and it is still flashing ND 1/8 but the switch on the camera is off?

The switch works as it gets darker with the increase in ND filter switch but set to off still flashes that message.

Any ideas?

It's not telling you what the state of the ND is, it's flashing to suggest to you that you switch the switch to 1/8. It's saying the image is too bright to expose properly and it needs you to help it out by giving it some ND.
