I have (1280x720 NTSC 29.97 frame) as the source file on the editing time-line and

the festival I want to send to wants :
HD h.264 mp4 in Europe

Do I need to convert to PAL and get mp4 output with h.264 codec? or PAL or NTSC doesn't matter at all?

if so please list the steps I should follow

Please help I'm confused about theis NTSC - PAL dilemma

thank you in advance

Ask them if 30p is OK. If they're going to project from a computer, it should be.

If you have to convert to 25p, it may not look so good.

Thank you David,
I cannot get that confirmation (if 30p is OK) I am afraid
Under the circumstances
how do I go about / what steps I should take (and in what order) to convert it to PAL as well as get an output of :

mp4 or .mov with h.264 codec up to 1920*1080 HD -if not, smaller size is OK-, (my current one is 1280x720 NTSC)

please

I need urgent advice please

Presuming this is the 'spec' that you have been given.

----

Since the 'spec' that you indicate, lists 'mp4', or 'mov' as a 'format', I suspect they are playing from a computer, and as such, should be independent of the Stupidity of PAL/NTSC.

Unless yo communicate with the fest organizers on this detail, I'd go with formatting your material as spec'd with 'mp4' and 'h.264' encoding... and not worry about PAL/NTSC.

If you shoot at 24 fps (23.976)... you can 'easily' get PAL by speeding up 2%, or NTSC with 3:2 Pulldown...

Thank you for your detailed reply. j1clark.
I appreciate very much.

That's what I reckon too.
On the other hand I don't want to risk it either.

I'm not so comfortable with this unless they specifically confirm that which I have to try to get further info if I could

I'm afraid, the film has already been taken with no other option other than NTSC 29.97p.

all the best

Update: I now have the confirmation from the festival committee that Submissions must be in PAL only.
So I am converting to 1280x720 25p PAL

all the best
