NTSC or PAL?

I need some suggestions on my decision making. My plan is to distribute my works on DVD(NTSC), but broadcast on 50I TV. If I shoot 24PA, how difficult will this be converting to 50I. Can I convert 24PA materials to 50I right in FCP4? Or is it better to go with PAL DVX and shoot 25P? If I shoot with 25P Pal, how will I make a DVD(tnsc) comptible?

good question. If it helps you, if you shoot NTSC and make a 24p DVD, it will play back on most PAL players, although it wont work the other way around.

It does work to play any NTSC DVD in most PAL players but the quality of the image is based on the quality of the chips that need to do both a resize and and motion compensation between 60 and 50 fields. At 24fps, these players do not de-interlace and do a 4.1% speed up, they just play it at 50 fields. High quality harware conversions of NTSC to PAL cost in the thousands to buy and still a thousand or so as a service per hour. That kind of quality is not built into a $500 (or less!) player.

It all depends on the level of quality you want the program to have in both the NSTC and PAL viewing environments.

Sound like an NTSC would fit my need. However, lighting might be a problem if I used an NTSC because I'll shoot in a 220 watts country. I'm going to use a 220 watts Arri lighting package. Does the voltage difference have any effect on video?

The wattage has no effect, but the Hz (cycles) may cuase flicker at some frame rate/shutter speed. They use 50Hz in PAL countris (50Hz - 50 fields) and US uses 60Hz (60Hz - 60 fields).

If you run into flicker issues, play with the shutter speed to eliminate.
