NTSC and PAL

Ok all these tutorials up there say to start up in NTSC d1 blah blah

But i'm in the UK and don't use NTSC so what is the equivilent ?


Also how should I set up my layer tab things, because all the tuts have there done there own way and i'm a complete noob to this it's hard to follow if thre setup is diffrent.
 
Oh and sorry forgot to say, does anyone know any tutorials for the basics, since those tuts are quite advanced
