Noise Reduction Hardware?

Hello all, I heard that some DVX footage is run through a hardware noise reducer. I think Jarred said this about the movie "Sleepover Nightmare". I believe the footage was run through a Noice reduction device before being put onto DVD. What is a Hardware Noise Reducer? Do they work, etc.

If you have time to spare, you can run it through something like After Effects which has an effective noise/grain reducer.
