I recently bought an adaptor..and 3 E series lenses.
I contacted one of the "lens sites"out there that sell specifically for 35mm camera adaptors.

I said, I wanted to ditch the E series and "move up". He wrote back saying
the E series are a great bang for the buck lens and not bad at all.
I just bought a higher end 85mm and 50mm so I'll be able to test side by side for myself.

but I agree, dont write them off.

Don't write off the E series completely, the lenses are actually quite good although I haven't used a 28mm. I use a 100mm f2.8 as a portrait lens and it works really well.

True, some of the E series lenses are optically comparable to the better Nikkor lenses, but the lens mentioned by the OP is inferior. Also, the E series lenses are plastic and generally cheaper because of that fact. I'd research the E series lenses thoroughly before buying any.
