Newbie question can you bring out an image like color/brightness?

Can you say take a picture of a colored diagram in photoshop (maybe illustrator is what I would need) and really bring out the colors in the photo or almost give them a bright/high contrast cartoon look. I'm new to photoshop but have been using after effects for 4 months now.

quick and dirty? Try Hue/Saturation under Image>adjustments. Crank up the saturation.
