Newb effects question...

I can't really describe the effect, except for strobe but only once. almost more like a photo is being taken...how do I accomplish that in FCP? Like a quick flash.

I would use a quick (1 to 3 frame) "dip to color dissolve", using the color white. You will need to make a new edit on your clip and insert the dissolve where you want the "photo" effect the happen.
 
You're from Duluth? I'm in Golden Valley right now, but I live in Bemidji. We should meet up sometime
 
I have a white and a black Photoshop file made at NTSC size. I can place it somewhere on my timeline and cut it down to, for example, 8 or 5 frames and get a more harsh flash. Keyframe it or add a cross dissolve, and get various effects. I can also adjust the Opacity and such. I don't use this everyday, but when I need it, it's nice to have.
 
Thanks guys! I used the dip to dissolve thing worked great! I'll look for the plugin though too.

To the guy in Golden Valley, I am now living in Minneapolis...I used to live in Duluth while I majored in Mtn BIking and DH skiing....that kills a college carrer quick...
