Hi Geoff, I upload spots to Comcast all the time. I simply do an export straight from FCP and the data rate is never as high as what that standard sheet says. I've never had one kicked back to me...

For what it is worth, I send stuff to Time Warner all the time. Their flavor is/was Mpeg2 last time the sales rep updated me.

For safety's sake, I figure their server will probably re-encode anything I send, into it's own native format anyway soooo I crank it for quality sake

Mpeg 2
Level=High
25mb Variable 2 pass
If it is 16x9 I leave it that way, I dont Letterbox it
Progressive or Interlaced? = whatever it was shot on, I edit in and also encode to.
Mpg Audio, stereo 48k (I believe)

and personally, I cut all spots to 00:00:28;15, ensuring they don't get snipped on the F or B when aired.

File size is about 42 megabytes. (this is of course SD, they said locally produced HD spot uploads wont be accepted until 2011 or 12??)

In over 350 commercials, I have never had someone yell at me. On my TW server, they used to let you DL spots that are sitting there. I DL'd some and noticed a few National Ad were as high as 45mb constant bit rate!!! I see all kinds of crazy encodes sitting on the server, 640x480 6 megabyte WMV's, Mpeg1, ETC ETC, and they run them anyway, like there were no car dealers left to support them :-) On the other hand, most cable reps will not (or are frowned upon by their boss) recommend a contractor that charges much beyond 350 bucks to produce commercials these days. So when the client says Cable doesnt work, and cancels the contract, I guess they only have themselves to blame.

I have never understood why the server manufacturers, do not provide their clients with a free-ware pass-around PC/Mac encoder to hand out to the commercial contractors/ad agencies, so everything is uploaded properly and in the server's native format. That has never made sense to me. It would end the encoding madness.

Sorry to sound bitter, In the past 13 years I have watched waaayy too many of my colleagues and friends have to close their doors because the Ad Reps are pressured to up-sell the air time, and cheeseball the productions, in order to get NewB's on the air. This comes from Management. I have seen the letters with my own two eyes. They can be vindictive about it too, when you don't lower your fees.

Gone are the days of even low budget, well produced"800 dollar ads", heck, you can get a 3-pack for that these days!!
