Need new tripod. Anybody have experience with t58/h22dv?

I saw this on ebay:

Looks like it's in pretty good condition, and the price is definitely right for my cheap ass. Anybody have experience with this rig? Should I pass?

I've never bought used before.

There doesn't seem to be a pan arm in the photos, or doesn't mention it in the description. You'll double the price if you have to purchase one separately.

I also found one retail for $30.
