Please help me, I need the absolute highest possible quality export settings possible, I do not need to worry about file size but I just need the settings...thanks

As far as codec?

Go to Sequence>Settings> General (tab)
Under QuickTime Video Settings set it to the Animation codec. It's the most lossless codec that comes with FCP, natively.

Expect long render times.

A codec that supposedly gives the same quality with little of the render time is SheerVideo Pro codec.

Note that if it was originally DV footage you're not gaining much quality by outputing with a lossless codec. Titles or modified scenes might look better.
