Record UHD at up to 240 FPS? Can the Sony FS5 do this? Any other under $20k pro camera that can shoot UHD at up to 240 FPS?

I'm not aware of any camera under $20K that can do that. As far as I know, the only camera capable of 4k at 240fps is the Phantom Flex 4K, which costs over $100,000.
All the DSMC2 Red cameras can do 120fps at 4K. If you really need slow-mo and 4K, Red is your best option, but for 240fps you'll be limited to 2k.
The Sony FS cams can do a 120fps burst in 4K to an external recorder, and the C500 can output 4K half raw at 120p (Full horizontal resolution, half vertical resolution), but again you need an external recorder.

Arri Mini+Amira can only do 200fps ProRez at 2K and above $20K. So I don't think there are too many cameras that can handle that volume of data cleanly within budget.

The FS7 with XDCA extension back attached can output 2K Raw at 240fps but not record it internally. Add a 7Q to record the signal.
But the image is compromised, & won't look anywhere near as good as the Arris'.
