Just make a white screen (or box), and place your in and out points to 1-2 frame's. I keep a white box on my desktop that I made up real quick in photoshop, and use it A LOT. It come's in handy for all sorts of transitions, fade to white, etc...

Eh... not really what he's describing. I know the film flash effect, and use it a lot... but from what I read, he's just looking for a couple frame's of a blank white screen.
You could also do a "dip to color dissolve", and choose the color to be white, then trim it down to a quick "flash".
Play around a bit, you'll find it.
