My Event Pan/Crop's Gone Nuts! Please Help!

In the past, whenever I've opened my Event Pan/Crop, its popped up on my screen as its supposed to. But since a few weeks ago, when I click on the Event Pan/Crop tab, it opens in the middle of the screen (photo included). This stinks, because I'm having trouble using my Event Pan/Crop (it won't let me ease in, for instance).

How do I restore the original Event Pan/Crop (where it pops up on a seperate screen as its supposed to)?

In the top left corner of the Pan/Crop window, there should be a vertical row of dots. Click on those and drag the window up and it should free it.
